Douyin Cracks Down on Group Live-Streaming Chaos
On July 10, Douyin released an announcement about its special campaign to clean up “group live-streaming chaos” in online entertainment.

Group live-streaming, as a new form of multi-person collaborative performance, supports entrepreneurship, employment, and cultural consumption upgrades. To standardize the ecosystem and promote healthy growth, Douyin has rolled out and continuously updated its “Douyin Live Group Streaming Content Management Guidelines” and “Douyin Live Group Streaming Agency Management Guidelines,” while regularly tackling issues like vulgar content and incentivized tipping. Following the “Qinglang・Online Entertainment Group Live-Streaming Chaos Cleanup” campaign, the platform is cracking down on problems such as “improper group account registration,” “illegal PK challenges between groups to stimulate tipping,” “misleading group streaming tactics for tips,” “vulgar and harmful content,” “infringement on minors’ rights,” and “mismanagement by group streaming MCN agencies,” all in an effort to keep the live-streaming environment healthy and green.
Since 2026, over 30,000 individuals have faced penalties like restricting withdrawals from irregular streaming revenue, disabling gift income, and banning PK features for such violations. A total of 4,025 accounts have had their live-streaming privileges revoked, and 34 agencies have been kicked out. For cases where minors were suspected of using adult accounts to stream and receive tips, 61,000 accounts had their recharge and consumption functions suspended. In collaboration with authorities, 73 fraudsters involved in illegal tipping have been arrested this year.

S&P Downgrades Oracle’s Credit Rating to ‘BBB-‘
On July 9, local time, S&P Global Ratings downgraded Oracle’s long-term issuer credit rating by one notch to ‘BBB-‘, the lowest investment-grade rating, with a “stable” outlook. S&P cited Oracle’s rapid expansion of AI infrastructure business as increasing overall credit risk.
S&P noted that Oracle’s AI endeavors require heavy upfront investments and long-term data center lease commitments. While AI service demand is strong, the industry is fiercely competitive, and other tech players diving into AI have stronger financing capabilities. S&P projects Oracle’s operating activities will consume around $42 billion in cash by fiscal 2027, up from the previous estimate of $24 billion.
The downgrade also factors in uncertainties in Oracle’s AI infrastructure profit path and the fast-changing industry landscape, S&P said. After this adjustment, Oracle’s long-term credit rating is now ‘BBB-‘, with a short-term rating of ‘A-3’.
