November Sees Record High in Game License Approvals

Honestly, the latest news from the gaming industry is pretty exciting. On November 27, the National Press and Publication Administration announced the list of approved online games for November 2025. A total of 178 domestic games and 6 imported games made the cut, setting a new record for the number of approved games in recent years. This is a clear indication that the gaming industry is on the upswing.

Let’s take a closer look at the types of domestic games that got approved. There were 98 mobile games, 69 mobile-casual games, 7 mobile-client games, 2 client games, 1 client-console game, and 1 mobile-client-web game. It’s worth noting that many well-known game developers, such as Perfect World, Bilibili, and Jiuyou, had their games approved.

Perfect World’s “Dream Fantasy: Light Enjoy” is a role-playing game that combines strategy and adventure elements. Players can experience a rich storyline, create their own characters, and engage in battles with other players. The light version of the game might have some optimized gameplay and content.

Bilibili’s “Shine! Lumi” is likely a pet-raising game, judging from the information on its official website. The game’s art style is cute and refreshing, which might appeal to fans of casual games, especially Bilibili’s young user base.

West Mountain’s “Star Sand Island” is still a mystery, but some players speculate that it might involve island exploration and puzzle-solving.

Jiuyou’s “Rebirth of the Immortal” is a fantasy game that might build upon traditional fantasy gameplay with new elements, such as character growth systems and combat mechanics.

Another notable game that got approved is 4399’s “Dream Journey to the West: Li Youhao’s Chapter”. In this game, players can control characters and fight monsters, level up, and collect equipment to boost their strength. It’s unclear what new gameplay mechanics will be added to this new chapter.

The number of domestic game approvals has been steadily increasing. As of November, a total of 1624 game approvals have been issued this year, with 1532 domestic games and 92 imported games. This is a significant increase from last year’s total of 1416 games.

According to a report by the China Audio-Video and Digital Publishing Association, the Chinese gaming market saw a 14.08% increase in sales revenue in the first half of 2025, reaching 168 billion yuan. The number of gamers also grew by 0.72% to 679 million.

In terms of market share, mobile games still dominate with a 74.59% share, followed by client games with 21.07%, and web games with 1.31%.

However, the Chinese gaming industry is becoming increasingly concentrated, with big players like Tencent, NetEase, and MiHoYo dominating the market with their resources, technology, and brand power. As the number of game approvals increases and the year-end gaming season approaches, competition in the industry is expected to heat up.
